ACHD’s Vision – Leading Transportation Innovation – Investing in Communities
The 2021-2025 Integrated Five-Year Work Program (IFYWP) sets forth the strategies, projects and priorities which the Ada County Highway District (ACHD) will pursue over the next five years. The first two years of the Plan align with ACHD’s 2021 Budget, adopted on August 26, 2020. The remaining years set the focus for ACHD’s efforts for future budget years. The document allows elected officials, staff, partner agencies, and the public to work in a coordinated fashion to implement projects.
The Integrated Five-Year Work Plan works in support of various ACHD and partner agency foundational planning documents and is the implementing arm for these plans. The process starts with City and County Comprehensive Plans as they establish the land use vision for the county. These are integrated in the region’s long-range transportation plan, Communities in Motion 2.0. This plan uses the land use vision to create 20-year demographic and travel demand projections. ACHD used this plan in creating its Strategic Plan, which set forth an asset management and resource allocation strategy. The Strategic Plan influences all of ACHD’s major planning documents. These documents, including the Americans with Disabilities Act Transition Plan, Bike Master Plan, Neighborhood Plans, Capital Improvement Plan, and asset management plans, work with the public to identify projects and develop an implementation strategy. These strategies are brought into ACHD’s Integrated Five-Year Work Plan and Budget.
ACHD established its vision, mission, and priorities in 2011, with the intent of ensuring that all ACHD activities are focused on the best interest of the citizens we serve. The bottom line is that every choice ACHD makes must help to effectively and efficiently accomplish ACHD’s Vision, Mission and Priorities.
In June 2016, the ACHD Commission adopted a Strategic Plan to further clarify the intent of its vision, mission, and priorities. The Plan included a resource allocation methodology that informs and guides development of the IFYWP. That methodology, further revised in 2019, guides the programming and project selection decisions for the IFYWP.

In determining the scope of each project listed within the IFYWP, ACHD seeks to implement its Complete Streets Policy and meet the needs of all users within the project limits in order to take the most advantage of work going on in an area. In January 2020, ACHD released its first IFYWP Annual Report. This report accounts for the progress being made in building a complete transportation network for all users in the County. Streets, bridges and transit stops within Ada County should be designed, constructed, operated and maintained so that pedestrians, bicyclists, transit riders, motorists, and people of all ages and abilities can travel safely and independently. (ACHD Policy Manual Section 3110.2)

In an effort to implement the CIP in a logical manner, the ACHD Commission has adopted a series of priority corridors. In 2020, ACHD will have completed 3 priority corridors.

About 7.5% of the cost of road and intersection widening projects is spent on designing, buying right-of-way, and constructing bike facilities. That equals over $16 million in investment between 2021-2025.
This IFYWP includes the addition of $1 million in dedicated Bikeway Signage projects. This, in addition to the named bikeway projects and those that will be completed with other capital projects, will complete 54 bikeway projects and 90.5 miles of connected bikeway facilities.

Community Programs is what ACHD calls pedestrian and bike projects. The draft IFYWP includes $52 million for these projects for 2021-2025, over and above the sidewalks, crossings, and other improvements made with road and intersection projects.
Since the voters approved a vehicle registration fee increase in 2008 with the promise a portion of those funds would go to safe routes to schools, ACHD has built 136 projects improving safety for children who walk to school. ACHD is keeping its commitment to the voters. But these are not the only projects ACHD has built to support pedestrian safety. In that same time, ACHD has actually completed a total of 254 Community Programs projects.

The ACHD Commission has directed ACHD Staff to complete an inventory of diagonal curb ramps and pedestrian push buttons to review their level of accessibility. This project is underway and will be completed in October 2020.
ACHD’s Safe Sidewalk Program dedicates $1.6 million per year to improve the accessibility of existing sidewalks throughout Ada County. This program also fills minor sidewalk gaps where possible. Locations for improvements have been identified through ACHD’s Americans with Disabilities Act Transition Plan or through input from the public. The funding plan portion of the IFYWP focuses external funding efforts on the Commission’s approved focus areas adopted in the ACHD Strategic Plan (2016). External funding comes from funding sources that are not codified by State of Idaho code or fee regiment for use by ACHD, with most of these funds coming from Federal Highway Administration programs. The funding plan ensures funding applications are timely and supported by the Commission. All local match funding is reviewed and approved by the Commission when the project agreement is presented for approval.
ACHD receives Surface Transportation Block Grant Program (STBG) Transportation Management Area (TMA) funding for qualified, capital improvements on Arterials and Collectors. Per Communities in Motion 2040, COMPASS programs 82% of STBG TMA funding for ACHD’s roadway improvement needs. Local match requirements for STBG funding is 7.34% of project cost. Improvement projects are identified by Pavement Management staff at the time of design.
ACHD has an annual funding target of $27 million to $34 million for its Pavement Management program. Current funding for the program comes from 3 primary sources:

The above estimated five-year capital improvement need is based on ACHD’s Pavement Management Engineer’s evaluation of the StreetSaver Model’s Pavement Condition Index (PCI) data. 2021-2025 funding need based on a Pavement Condition Index (PCI) of 85 and 0% inflation and interest rate for Arterial, Collector, and Residential streets. This data is updated annually for Ada County roadways. Funding includes House Bill 312 maintenance funding.
There are several competitive funding programs that are administrated by FHWA, FTA, FEMA, ITD and LHTAC. Each of these programs has its own set of restrictions and funding limitations. For example, programs such as STBG-Urban funds may be used for capital improvements projects within the cities of Kuna or Star, and STBG-Rural funds may be used in Ada County outside of the TMA and Urban boundaries.
