Invitation To Bid, Request for Proposals, and Request for Qualifications
The ACHD Procurement and Contracting team, oversees obtaining public works construction, goods and services via a sealed bid and other procurement processes. Contractors, suppliers, or vendors are invited to participate in any open, advertised solicitation. Procurement Documents for solicitations include the scope of work, specifications, and terms and conditions of the proposed contract, as well as the evaluation criteria, as may be applicable. Sealed bids are opened at a specific date and time as stated in the Procurement Documents. Other procurement types are also to be submitted by the date and time as stated in the solicitation.
The Procurement and Contracting team will be conducting all Bid Openings using telecommunications and contractors and interested parties are encouraged to call in with questions or concerns for the Bid Openings using Zoom. You can use a browser or download the Zoom app on your desktop, laptop, tablet or cell phone.

ACHD has moved to a fully automated, web-based electronic bidding and vendor management system. Not only will this provide one location for all bid opportunities issued by the ACHD, this system will provide a more stream lined process for everyone by:
- All Bids and proposals, and corresponding closing dates for each in one place
- Register to bid and recive notifications of future opportunities (Must Subscribe)
- Follow updates to existing solicitations and receive amendments and addenda automatically
- Submit questions and receive answers for open solicitations

The "How To"
To get started and sign up for an account, navigate to the Sign Up Icon located in the top right of the portal.
The Sign up with just an Email form will appear. Enter the email address to be used for your procurment account and click the Sign up button. OpenGov/ProcureNow will send you an email conformation to activate your account.
